Municipal
Association of Nepal (MuAN) is seeking for the consultant to review policies
related to Solid Waste and Sanitation related to ISWM project currently
in implementation in 4 Municipalities of Nepal with the support from European
Union and implemented by Practical Action, GTZ and MuAN.

TOR FOR CONSULTANT
Job Title: Consultant to review environmental policies
Responsible to: Executive Secretary, MuAN and Capacity
Building and Network Coordinator of ISWM project, MuAN
Purpose of the Job:
- To review the national and local environmental policies and regulations
in regards to solid waste management and sanitation.
- To recommend the appropriate policies and provisions
Specific Duties and Responsibilities:
- Review the existing national and local policies and regulations related
to Solid Waste Management and Sanitation.
- Identify existing policy gaps and barriers with focus to practices
of community based and pro poor municipal waste management.
- Make thorough review of LSGA, EPA, SWMRM Act, National urban policy
and national sanitation policy.
- Review the document on national urban policy as recommended by URBSAN
2007 workshop organized by MuAN, MPPW and UN HABITAT –WAC.
- Incorporate feedbacks from the workshop on amendment of solid waste
management and resource mobilization act and review the proposed new
act.
Qualification:
- University degree in Environmental law/ policies
- Proven experience in reviewing environmental policy documents
- Knowledge and skills in basic computing
- Analytical and innovative in ideas and able to link up issues.
Contract Period: 1 month
Remuneration: Negotiable
Deliverables:
- Draft Report with recommendations on the revised environmental policies.
- Final Report incorporating the comments to draft report (received
from the project team.)
