Activities
of MuAN in 2002
Participation in Nepal Development Forum
MuAN also took part in the Nepal Development Forum which was organized at
BICC from February 4 -7 2002. MuAN had its own stall . In the stall MuAN displayed
its programmes Bulletins, books etc.
Selection of Municipalities for the PPPUE Program
Five Municipalities were selected- Hetauda, Biratnagar, Pokhara ,
Bharartpur and Butwal
Interaction programme in Urban sector Selection
Mr Dormani Poudel, President of MuAN participated in this interaction
programme.It was organized by Ministry of local development.
Support for the Vitamin A Programme
MuAN gave the advertisement through media to all Municipalities for giving
support for this programme
Joint effort on Urban development and Management
The interaction programme in joint effort on urban development and
management was held on feb 18 2002. In the interaction programme there was
the participation from MuAN, MLD, UDLE/GTZ . The total number of
participants were 23. In the programme following decisions were made:
- To crate a group and in the group there should be the representative
from each organizations
- There should be a regular meeting quarterly
- The organizations working in urban sector should be included continually
Finance commission established
In this commission there are 8 members and Hon Member of NPC Mr
Shankar Sharma is the coordinator. Mr. Dormani Poudel, President of MuAN
is also the member of this commission
National Consultation workshop on the role of urban sector in
poverty alleviation issues, challenges and strategies in the context of the
Tenth Five-Year Plan
MuAN organized a one day National Consultation workshop on the
role of urban sector in poverty alleviation issues, challenges and
strategies in the context of the Tenth Five-Year Plan on 31 December 2001
at Hotel Narayani, Pulchowk. There were total 77 participants in the
workshop. In the workshop following participants put the working paper in
the following subjects
- Prof. Sudharshan Raj Tiwari : Growth of Urbanization and urban
poverty
- Umesh Bahadur Malla: In the context of the tenth plan, the poverty alleviation
of the urban sectors its challenges and strategies
- Kishor Thapa: The development strategies and programme in the
context of the tenth plan
- Dr. Pushkar Bajracharya: The role of municipalities and Urban
economy poverty.
Participation in International Programmes from MuAN
- MuAN's Executive Secretary Participated in 'UMP retreat
programme' which was held at Nairobi, Kenya from 25 to 27 April
2002 and he briefed the UMP about the activities of MuAN and he also
requested to give support to organize the Good Urban governance campaign in Nepal

- MuAN's President and Executive Secretary participated in the
programme 'Dialogue with Asian Associations on Professional
Local Government management' organized by International City
Management Associations (ICMA) at Australia from 7-11 may 2002.The
programme main objective was to discuss about how to develop Local
Government professionally and there were participation from Asia
and also from Mexico and America. The total Number of participants
were 35. They also Participated in ' The first ICMA International
Best Practices Symposium' In that 5 Best Practices were presented
and discussed. In the programme there were representatives from 14
countries and total number of participants were above 200.

- MuAN's Seceretiat Member and Pokhara Sub-Metro Mayor Participated in
'The Third High level Forum on City Information in the Asia-Pacific
Region (CIAPR) and a Municipalities Panel for Communication and
Sustainable Development' held at China, Shanghai from 12-14 June
2002.

- Ramesh Chitrakar, Ex-Deputy Mayor of Lalitpur Sub-Metro and
member of the secretariat of MuAN participated in the workshop Fourth
Asia Mayor's Forum and Social development and Good urban Governance
for poverty Alleviation which was held at Bangkok from 8-11
July 2002.

- The Executive secretary of MuAN participated in the Sectoral
Training workshop organized by Network of Local Government
Training and research Institutes in Asia and the pacific (LOGOTRI),
Society for development Studies (SDS) , Zhejiang Training and
continuing Education Center for personnel (ZTCECP) and Institute
for Housing and Urban Development Studies (IHS). There were
participation from 10 countries organization working in urban
sector and 31 Representatives

- Ashok Byanju, Vice-President of MuAN participated in 17th
Working committee meeting held in Colombo from November 18-19
which was organized by UNESCAP/CITYNET/Colombo Municipal
Council and he also participated in the workshop Regional
Workshop on Urban Tourism and Poverty reduction from November
20-22 . He presented a working paper on Urban Tourism and
Poverty Reduction "A Case study of Bhaktapur
Municipality" from MuAN

Participation in National Programmes from MuAN
- Municipal association of Nepal has applied for the membership of
Network of Local Government Training and Research Institute in Asia
and Pacific (LOGOTRI). MuAN's working committee Member and Mayor of
Lekhnath Municipality participated in the Summit of the LOGOTRI and
signed in the citizen Charter.

- MuAN also participated in the meeting organized by ESP on 4 June
2002 about how to build Private Government Partnership in Kavre DDC.
|
- There was a participation in the inaugural and closing
ceremony of the programme (Training staff 's participation
and implementation) organized by MLD and support from UDLE
held from 5-6 Asadh 2059 B.S. at staff college, Jawalakhel
|
- Urban Planning Technical Assistant Participated in the
training workshop "Concept and characteristics of good
Governance" organized by Logotri, LDTA and UNESCAP at
Pokhara from Asadh 10-14.
|
- The Executive Secretary of MuAN and Community Development
Technical Assistant participated in workshop "The
Management of Dogs and Rabies Vaccine " organized
by National Junosis And Food Hygienic Research from Shrawan 2 to
Shrawan 3.There were also participation from 5 Municipalities of
the valley and 3 Municipalities from outside the valley, Banepa,
Dhulikhel and Panauti.

- The General Secretary of MuAN participated in the workshop "The
role of Local representative in the situation of the absence of
Local Representative" which was organized by Support to
decentralization on Bhadra 9 2059 B.S.
|
- The Executive Secretary of MuAN participated in the discussion
workshop organized by DED Volunteer at the Office of DED, Sanepa
on Bhadra 10 2059 B.S. In the discussion workshop they gave the
Introduction of the DED, their goals, aim and working area. DED
volunteer has been sending their volunteers to different
municipalities of Nepal.

- MuAN's President and Executive Secretary participated in the
workshop "The Importance and challenges of local Government
in the current situation" which was organized
by Rural Development Foundation at Katmandu on 15 Bhadra 2059. In
the workshop there were participation of the Specialists from
HMG. Law Specialist, Representative from Parties, Representative
from NGOs, Representative from Local Government Organizations
and Press.

- From 2060 B.S Urban Development and Building Construction
department is going to start a programme Improvement of
Environment and Urban Areas in the Concern Municipalities and in
this regard they organized a meeting on18 Bhadra. In the meeting
there was a participation of MuAN's Presidendent and also the
Donor Agencies.

- The Vice-President of MuAN participated in the workshop "The
Evaluation regarding the report on Area Selection and the effect
of environment" which was organized by Ministry of
population and Environment and Environment area support program/DANIDA
on Bhadra 24 2059 B.S.
|
- The Member of the Women department of MuAN Bidya Neupane
Participated in the Interaction workshop on " Local Self
governace Act and women's right"which was organized by
INSEC on 9 Ashoj 2059 B.S. In the workshop there was discussion
on the Women rights included in local self governance act.

- The General Secretary and Executive Secretary of MuAN
participated in different programmes of resource mobilization
organized by DANIDA. According to the programme, there was a
presentation of the Uganda Case in Hotel Himalaya on 16 Ashwin .
On Ashwin 17 Executive Seceratary of MuAN presented on the topic
" Present Situation of Municipalities in Resource
Mobilization" and discussion was also done, On 24 Ashwin the
mission presented their conclusion on Resource mobilization and
discussion was also done. These programme were done to support
technically to MLD's Financial Commission.

- The Executive Seceratary participated in the meeting organized
by the Donor Agencies working in urban sector at the office of
International Nepal Fellowship on 7 kartik 2059 B.S. In the
programme there was a strategic paper presentation on "Conflict
and Urbanization in Nepal" and discussion was done on it.
|
- Canadian International Development Agency is implementing a four
and a half year progamme on Community Awareness on
Environment and its management through MLD. On 28 Kartik there was
a meeting of the programme advisor in starting the programme and
its completion of one year. In the meeting there was a participation
of the general Secretary of MuAN.

- The General Secretary of MuAN participated in the meeting of
organizing the 11th International Handicap Day
organized by Ministry of Women, Children and Social welfare.
|
- Mr Devi Prasad Gyawali , Working Committee Member of MuAN
participated in the two day workshop " The
Legal Rights of the Local Government: Implementation and
Effectiveness" organized by Rural Development Forum on
Mangshir 7 and 8 at Bharatpur, Chitawan.
|
- Mr Shaligram Poudel, Working Committee Member of MuAN in an
interaction programme organized by Nepal National Commission for
UNESCO on Mangshir 13 .This programme was organized on how to
implement education in Nepal by the end of 2002 B.S.
|
- The Executive Secretary of MuAN Participated in the South Asia
Meeting on " Saving and Trading Group's annual meeting and
Urban Poverty" organized by LUMANTI on
Mangshir 14, 15 and 16.
|
- The Urban Planning Technical Assistant participated on the
meeting of the Committee for urban Planning which is
established to Develop Dharan- Biratnagar Corridor on
November 18, 2002.

- The General Secretary of MuAN participated in the Interaction
programme on " Improvement on decentralization
Process in the current situation and the difficulties that arises
to Local Self Governance" organized by ADDCN on Poush 2
and 3.
|
- The General Secretary of MuAN participated in the workshop on "Gender
Mainstraming in Local Government" organized by ADDCN on
Poush 4.
|
- The President of MuAN participated in the workshop on "Rethinking
on Number and Structure of Local Governments" organized
by Decentralization Support Society (DESSO) on Poush 6 and 7.

Training Implementation workshop
In the combination with MuAN , UDLE organized a training programme for
the staff of the Municipalities, the workshop main objective was to find
out how this training helped the Municipalities? It was organized in six
places: Lalitpur, Butwal , Dharan , Hetauda, Nepalgunj and Dhangadi
Municipalitiesfor three days. In each places, the workshop was divided
into two parts. In the first part, first day , the evaluation of the trained
staff was done and in the second day there was an interaction programme
between the representative of MLD, MuAN , trained staff and Executive officer of the
municipalities. In the second part of the workshop, there was a
participation from the Ex-mayors and they discussed in the Future of the
training programme and its Importance. The Third day of the programme was
organized by MuAN.
Discussion Programme
The discussion programme on Local government Election and the Present
situation of the country was held at Blue star hotel which was organized
by MuAN, ADDCN and NAVIN.In the discussion programme there were the
participation from Associations, Federations, staff and the representative
from the Parties. After the programme there was a press conference also.
Support to Tourism Management College
The request from Nepal College of Travel and Tourism Management for
the research programme in Municipalities was sent to MuAN and according to
the letter MuAN managed to support to the Second year students of the
college.
National
Consultation Workshop
MuAN Women Department organized two days’ National Consultation Workshop
on "The Role of Women Representatives in Municipal
Governance" on 8-9 July, 2002 at Godavari Village Resort,
Godavari, Lalitpur. 110 participants including 52 women representatives of
42 municipalities participated in the program
