Activities of MuAN in 2006

• Constituent Assembly and Restructuring of Government (Sept 04-05, 2006)

A two-day workshop on Constituent Assembly and Restructuring of Government was organized jointly by Kathmandu, Lalitpur and Bhaktapur in coordination with MuAN, ADDCN and NAVIN in financial support from DDCs of Kathmandu, Lalitpur, Bhaktapur and Municipalities of Kathmandu, Lalitpur, Bhaktapur, Madyapur Thimi and Kirtipur at City Hall, Kathmandu.

The main objective of the programme was to prepare a common concept on Constituent Assembly and Restructuring of Government by the former representatives of General Elections of 2049 and 2054. The other objectives were to raise awareness among the former representatives on this issue and their mainstreaming and collect suggestions necessary for future structure of Local Government.
In the second session of the programme, Mr. K.P. Sapkota, Chairperson of NAVIN, presented a paper on Comparative Study on Restructuring of Government and Future Structure of Local Self Governance and Mr. D.M. Paudel, Chairperson of MuAN, presented a concept paper on Constituent Assembly: Practice and Experiences. Similalry, a common concept of Kathmandu Valley on Constituent Assembly and Restructuring of Government was prepared by group brainstorming and discussion. Mr. Bidur Mainali, General Secretary of MuAN, concluded the workshop by approval of Kathmandu Valley Declaration by the participants.

• CITYNET National Chapter –Nepal Council Meeting (Sept 02, 2006)

The Council meeting of Citynet Chapter-Nepal held at Park Village under the chairmanship of Mr. Dinesh Thapaliya (Chairperson of Citynet National Chapter-Nepal) has decided to handover the Secretariat to MuAN. MuAN has assured that Nepal Chapter will actively work forward increasing the members as well and organize different national and international programmes as well. This council has also formed a 3 member working committee to align the constitution of this Chapter with present context. Council has also approved the chapter activities like categorization and extension of membership, webpage designing and documentation of best practices.

• Follow up of Localization of MDGs in Municipalities of Nepal (Sept 01-02, 2006)

A two-day workshop on “Localization of MDGs in Municipalities of Nepal was organized with joint efforts of MuAN, KMC, CITYNET and UN-Habitat: Water for Asian Cities Programme at Park Village, Budhanilkantha.
MDGs was specified after the commitment and support of 197 members of UN. MDGs constitute 8 objectives and targets with 48 indicators. Mr. Dora Mani Paudel chaired this workshop. The Chief Guest of the inaugural session was the secretary of MLD-Mr. Bhagawati P. Kafle and for the closing session Mr. Somlal Subedi, Joint secretary of MLD was the chief guest. Mr. Bidur Mainali, General Secretary of MuAN delivered welcome remarks to all the guests and participants. Similarly, Dr. Roshan Shrestha (UN-Habitat), Mr. Sri Ram Pande (UNDP), Mr. Kishore Thapa (DUDBC), Mr. Dinesh Thapaliya (KMC) expressed their opinion on inaugural session.
The workshop revolved around the queries and solutions on: What does MDGs mean? How can these be localized in the context of Nepalese Municipalities? How to integrate Millennium Goals with that of plans and activities of Municipalities?
Mr. Kalanidhi Devkota, Dr. C.M. Adhikari, Dr. P.S. Joshi, Mr. Ramesh Adhikari, Mr. Virgilio G. Tomnob (Philippines) and Mr. Udaya Rana (Kaliaya Municipality) presented and highlighted their paper in regards to MDGs. Group discussion and presentations was also worked out among the participants on how to localize MDGs.
This workshop concluded with formation of Coordination Committee and task Force to prepare MDG Localization Guideline in context of Nepal.

• Urban Poverty Reduction Strategy: Opportunities and Challenges (Dec.12, 2005)

A National Workshop on " Urban Poverty Reduction Strategy: Opportunities and Challenges" was organized jointly by MuAN and MLD with financial support form DED and GTZ/udle. The chief guest of the program Mr. Mohan Man Sainju of Poverty Alleviation Fund; Mr. Ram P. Chowdhary, member of National Planning Commission; Mr. Yubaraj Pandey, secretary of MLD; Mr. Krishna P. Sapkota, chairperson of ADDCN; Mr. Navaraj Gelal, Representative of NAVIN and Mr. Ulf Wernicke, country director of GTZ-Nepal expressed their views on above issue in the inaugural session.
Dr. C.M. Adhikari presented the abstract and analyzed reports of the Regional Workshops on UPRS opportunities and challenges. Mr. Somlal Subedi, Joint Secretary of MLD, presented important points to be included in 11th National Plan to facilitate the functioning of strategy paper prepared at the local government level to reduce urban poverty. He also briefed the methodologies and achievements of the procedures adopted to prepare poverty profile, map and strategy paper of 3 municipalities-Biratnagar, Janakpur and Kalaiya. Likewise, Mr. Sushil Gyewali, Urban Development Expert of MuAN, highlighted the objectives, procedures adopted and overall achievement of the programme.

• Proposal to Amend Local Self Governance Act 2055

A draft proposal to amend LSGA 2055 according to the essence of Decentralization and Local Self Governance has been submitted to Minister for Local Development in joint initiatives of MuAN, ADDCN and NAVIN. The approval of this submitted draft proposal for amendment of LSGA 2055 will facilitate DDCs, Municipalities and VDCs to function as an autonomous Local Government.

• Public Private Partnership Study Visit (29th July-04th August, 2006)

A visit to study the management of newly constructed business house of Dhankuta Municipality was organized by MuAN with support from PPPUE. Urban Development Officer accompanied by Community Development Technician also assessed the solid waste management system over there.
The main objective of this study visit was to interact with the concerned operating team to promote the concept of PPP. The study team conducted a survey with concerned members of CCI, representatives of Toles and Local development Offices, local clubs and staffs of Dhankuta Municipality. This visit was successful to convey a positive outcome to the participants about the concept of PPP.
